"UA" Plates ????

Give me a clue chaps,

I had a very eastern / turk type grinning at me on the A5 the other day, he had “UA” plates / stickers on his front bumper, WTF is “UA” ■■?

Was he a United Arab, if there is such a thing ■■

Its the second one I`ve seen in the last couple of weeks.
