me - yes i know thats who owns the trailer thats what i did the last time i collected waste. company Y was ok with that

they then give me the paperwork from Enviroment agency stating clearly that even subbies have to be licenced waste carriers not just the forwarder.

It may have changed since I worked for a waste regulation authority (before they were taken over by the env. agn.) but it used to be that waste paper etc from shops being carried back to an rdc for disposal did not actually become waste until the rdc disposed of it. therefore negating the need for a waste carriers licence. Just one point though, did the company you were subbing off of have a waste brokers licence?
