There is no such thing as a specific “low loader” licence, you most probably mean LGV C+E 
if you mean like this
then i’d assume C+E from what i know of the licensing system

It’s been discussed before.
From memory, you need a qualification (CITB etc,) to ‘operate’ Plant. But not to load/off load.

You are OK to load and offload on site with no additional qualification although some degree of competence is obviously essential.
You are supposed to have a H&S card to enter any site although the likelyhoos of getting asked for it is virtually nil.
On the bigger stuff there will usually be an operatot waiting for the machine anyway, they will often unload themselves. ALthough it’s surprising how many operators will avoid doing so as they find it too hairy.
