A little exchange

I THOUGHT IT WAS ILLEGAL TO PARK IN A BUS STOP!
WHAT IS IT ONE RULE FOR US AND ONE FOR YOUR DRIVERS
THIS WAS TAKEN ON THE 18 02 06 @18 12 AT THE TOP OF ARDSLEY HILL
normally i support the cameras but as this operator had deliberately tried
to hide himself by placing the camera out of the vehicle and as close to
the wall (in order to hide it) as possible I feel that this time action
needs to be taken
the purpose of speed cameras is to make traffic slow down not make money
from fines
this sort of behaviour is the reason why the public do not trust the
partnership
I trust that as the evidence of drivers speeding on this camera was not
gathered in the spirit of your own guidelines i.e. making the cameras
visible
for a reasonable distance ,prosecution of the drivers caught on this
camera
will not proceed
a copy of this picture along with others taken at the same time have been
sent to the Barnsley chronicle
I would appreciate a reply with an excuse/ reason for the cameras position
if only to restore my faith in the partnership

Thank you.
It is illegal to park in a bus stop and cause an unnecessary obstruction.
It would also be illegal if there were double yellow lines around the bus
pull in. (Although there may be instances where police vehicles would be
exempt by law).
In this case the officer decided that enforcement was required and in
order
to carry out that enforcement the safest place to “park” the vehicle was
in
the pull in. The operator was with the vehicle at all times and was ready
to move it if a bus required to use the pull in. There was no unnecessary
obstruction. There are no yellow lines around the pull in. No offence was
committed.

This camera device must be used out of the vehicle. The camera was placed
in a position to be safe but also be visible to oncoming traffic (it is
covered in reflective material). The van, as your photograph shows, was
also visible. Camera warning signs are also displayed along the road. The
fact that we intended to enforce was published in the local press, on our
web site and on local radio. If drivers still offended they were
prosecuted. The guidelines as issued by DfT for Safety Camera Partnerships
were complied with.

FROM DAVE
A quote from the highway code
217: DO NOT park your vehicle or trailer on the road where it would
endanger, inconvenience or obstruct pedestrians or other road users. For
example, do not stop

a… near a school entrance
b… anywhere you would prevent access for Emergency Services
c… at or near a bus stop or taxi rank
d… on the approach to a level crossing
e… opposite or within 10 metres (32 feet) of a junction, except in an
authorised parking space
f… near the brow of a hill or hump bridge
g… opposite a traffic island or (if this would cause an obstruction)
another parked vehicle
h… where you would force other traffic to enter a tram lane
I… where the kerb has been lowered to help wheelchair users
j… in front of an entrance to a property
k… on a bend.
as the camera van was parked in a bus stop and on a bend on the brow of a
hill I feel this was a very unsafe place to park . if a bus had wanted to
use the pull in the officer would not have had time to safely exit the pull
in without the bus causing an obstruction on the dual carriageway
there is a much safer place a little further down the dual carriageway that
would have served his purpose just as well and as this is closer to the
school there would probably be more support from the general public .
as I said in my previous message I fully support the camera partnership
slowing down idiot drivers on dangerous or built up areas is important ,but
so is keeping the little public support there is for them ,unfortunately
parking vans like this enforces the perception of tax cameras.
