7.5 ton, private use, operators licence required?

just a question in my mind that won’t go away. Someone on another forum is advertising a 7.5 ton truck for sale. That has started an arguement about the requirements to drive a 7.5 tonner. OK, so you can drive one on an ordinary licence (pre Jan 97 I think), but is an operators licence required in order to show intention of regular maintainance etc. if it is used privately e.g. a horsebox or moving your own goods about. If one is not required then how is the owner to get to grips with the likes of driver hours, tacho, rules and regs Etc

O licence for ‘HIRE OR REWARD’ - none needed if it is for private use only and the road tax is cheaper.
AS it is an LGV, it will need to have it’s yearly MOT at a VOSA place where the big ones go
