My has CPC ran out due to a break in driving. It ran out in September 2022, I had completed 28 hours of training modules within this time.
14 hours of this training has been within the last 5 years.
Will i need to complete a full 35 hours or can I complete 21 hours to be legal and begin driving again?

You can check online, but I think a code may need to be sent to your home address for access:
Check your Driver CPC periodic training hours
The DCPC courses that have been done within the last 5 years should still be valid, so you will only need to do another 21 hours periodic training.
As said above, check on the .gov website.
