Silly question - if I work 4.5 hours & have 45mins rest. Does that 4.5 hours include other work or purely driving time? My manager is saying it doesn’t? Now I’m confused about other work if it’s included or not?

4 1/2 hours means 4 1/2 hours driving time.
Doesn’t include other work or POA at all.

You need to have a 45 minute break no later than 4.5 hours driving time, driving time is the time shown on the tachograph as driving, basically it’s when the wheels are turning and does not include other work.
You could do 1 hour other work then 2 hours driving followed by 15 minutes other work followed by 2.5 hours driving, now you need to have a 45 minute break.
Your manager is correct.
