Only the rear axle on the 14.6 metre trailers steer but looking at the configuration of the longer 15.6 trailers looks like they all steer. Most long trailers you see have 2 axles then one set back, culina 15.6 ones are all 3 axles in line!
In the edition of trucks and failures that showed the Stobart longer trailer, the edited clip kept swapping between a 15.6 with a twin axle plus steering configuration and a triple axle which at one point showed axle 2 and 3 both turning (they were set at slightly different angles to each other) the Culina one looks like the second type which doesn’t seem to be as popular. Maybe it’s different manufacturers and the way they achieve the same turning circle as a normal trailer.
