You are missing the point. These lay-bys are never quiet during the night so it gives the fuel thieves less opportunity to quietly nick fuel so they move to another lay-by with less activity.
There were a couple of parking areas I frequently stopped at in Belgium that were very safe to park in thanks to what I called the Pink Security Force. Never any problems with thefts from trucks in those lay-bys despite Belgium being one of the the worst countries in Europe for thefts from trucks, worse than Italy.

two males were caught red handed in Haddon services nicking fuel couple of months ago. A van was also pulled over and was containing 400 litres of fuel. All parties were nicked

In my experince the vast majority of police officers are bully’s who let to intimidate people on there own when there in a group but in cases such as last summers riots they didn’t seem so aggressive.
