If you mean the one just before you go down the windy road into St Aubin then yes. It will be a new route to bypass all of that.
The bridge is finished, but it and the route itself has been under construction for at least 5, maybe even 10 years.
I don’t think that the new road itself is anywhere near to completion, it’s supposed to rejoin the D54 at the roundabout near Arques.
