No reason why you cannot apply for an O licence straight away although the maintenance arrangements need to be clarified to obtain a licence. I mention this only as I know you are still examining your options and are as yet undecided as to which way to jump… But if you are sure of your operating centre regardless then go ahead and get the application in and submit your maintenance details later.
But now is the time for you to wash away all those boring Con & Use regs with copious amounts of alcohol!!!
