My agency is asking me to complete on-line work records during my weekly rest.
Is this legal??
If not any references to the relevant legislation gratefully received

That is other work - they cannot say its not because they are telling you to do it = worker under instruction from the employer
suggest you come to some other arrangement with them that does not break the rules
You will not find a specific rule for this so if you did want something in writing then email DVSA with the question enquiries@vosa.gov.uk
FFS don’t bother don’t filling in a timesheet or send it in during your own time either, nor answer the phone.

of course it isn’t, if the records are related to the vehicle or their loads then without question it is purely and simply work and will void your rest period.
A further thought on this, you use the term “on-line records” be very careful here, if for instance you were involved in a very serious accident where people die, there is the possibility your computer will be examined, it won’t look too good for you if they can show you have been working during your rest or break period.
By that logic, emailing or taking your timesheet into the agency is other work, and therefore you cannot do it during your weekly rest…nor can you answer your phone to calls from the agency…
Simple question will give you the answer.
Are they paying you to fill in these online forms? Thought not. But also bear in mind that you may well be at home 5pm Friday, not start work till 5am Monday, so your weekly rest will be covered I am sure that to fill in your work records will only take half an hour, which you seem to not want to do while you’re ‘resting’ for a long weekend break?
I assume you are just looking for a way to be a tad awkward in which case, man up and tell 'em stuff it.

clearly 5 minute tasks such as phoning in to ask where you might be going next week, or sending an email into work is hardly going to upset the apple cart - but presumably dave in the OP is being asked to do something far more onerous than that or he wouldn’t be asking the question, and as far as the work been done online, then it is worth bearing in mind that anyone willing to dig deep will find what you have been doing online and if you have spent hours compiling records in connection with your work in the middle of your weekly break, it could be as indicting as it been on a tachograph.
I do worry sometimes
Still you make us FTW’s look even better, so carry on…
so come on then how long does this extra work take?

Hold on matey, I am a FTW but still have to fill in my weekly time sheet. It happens during the 15 minute check period on Monday morning
Honked I’ll bet it does. Doesn’t make what I said invalid. I’m with War on this one. Reads like the OP is grouching about 5 minutes of time sheet filling in so he can get paid…
If it’s not, I apologise profusely and will definately self flagellate for a year, ya know to make up for implying he/she is whinging about nothing…
I must be very clever. I fill my timesheet in at end of every shift. On card. Takes seconds. I am full time by the way. But sounds like OP is being asked to do ‘online training’. Sod that for nowt. Can take hours, depending on training required…

Where does he say anything about on-line training ?
The way I’m reading it he’s being asked to complete some sort of on-line record of his weeks work.
Technically it’s other work but whether it’s worth bothering about depends on how long it takes, I can’t see it taking more than a few minutes but we don’t know exactly what’s involved.
For Christs sake man, just get the blooming time sheet sent in and stop being a soppy sod.
Of all the things in the world to worry about…Jesus!
We have been given company workwear, as there is nowhere to get changed yet, just moving into different premises, we have to put it on at home. Does this impact on my rest period as I’m technically doing something for work? I tried going in just wearing socks & undercrackers, non company issue, but it’s getting a little chilly on the bike.

Upon rereading op, yes. My bad. None the less, can’t take that long. That’ll teach me to read post, fetch a beer, then reply. Getting myself all confused.
So, therefore, Dave19544, stop moaning. When I was a hi viz wearing, flashy bluetooth, limping person I used to fax my timesheets over, and post the original. If its a case of sign in, input details, click ok, not even worth complaining about time wise.
honker ,can he be on the nest or doing as he pleases if he is doing paper work for his job .
Not paid = not work!
