I also live in a town in South Wales and it’s no different (rubbish wise) than any other town in the UK, are you sure you don’t actually live on a landfill site? Or perhaps you’re one of the travelling community which would also explain it looking like a [zb]tip and why you differentiate yourself from the “locals”?
Your response is about what I expected, if I mention anything the “locals” don’t like I get told to go back to England but not quite as politely.

As the rubbish is predominately in the town centre and surrounding residential streets the chances of it being the work of the "travelling community are remote.

I can only apologise for you not understanding my sense of humour, I didn’t really think for a moment that you ACTUALLY resided on either a landfill site or a travellers site… Didn’t really think that needed explaining, but that’s obviously my shortcoming not yours.
What was that programme that showed the “hard shoulder road guys” picking up dirty old tenners and twenty pound notes, hardly recognizable…?
If I’m lucky, I’ll find a carrier bag with a wrapped-over disposable nappy in it, alongside some second hand tampons.
It’s easier to recognize a bottle of limeade from a distance, so I don’t bother picking those up.

Well, not only do you all fall well below the premier league standard of crap containment, you aren’t even playing the right sport, think of the poor marine life.
What you want is a good old fashioned bin, plain and simple, ( the minature size ones obviously ) one where the inner section lifts out, dont put a bag inside it, there;s no need, just keep a sponge, fairy liquid and an old teatowel to give it a quick swill out every time you empty it.

Why couldn’t we use the habitual criminals that get “punished” with a community service sentence dressed up in hi-viz and get them out to clear up this country, put a sign up wherever they’re working explaining why they’re there, then maybe the public will have a bit more faith in the so-called justice system. Won’t hold my breath tho’ probably against they’re human rights!
They do this in some towns, including where I live. Having said that, I haven’t seen any around for a few months now so maybe all the rubbish has been cleared?
