If that means two tyres both blowing out, independently, at the same time, then I would put that way beyond lottery odds.

One rear tyre deflating, if un-noticed can mean the other overheating and exploding.

I work at walkers, crash driver not the boss, studied the trailer in detail from all angles and still don’t know what actually caused it!
