I have lost count of the number of these driven by our EE drivers, who have managed to get hold of a UK Licence, but not UK Registration for their own private vehicles.
Surely it’s not that hard to keep track of in this day and age.

I think the law is, if the vehicle is in the UK for MORE than 6 months continuously, it has to registered & taxed as a UK vehicle.

Just like the other European countries> When I moved to France my English registered Rover had to be re-registered with the French authorities within the said 6 month period. The difference here to the UK is that the authorities, Gendarmes etc, check and then enforce the laws if you haven’t done the transfer, you will then get a heavy fine.
If they have a UK licence, but their vehicle is foreign registered. They are committing an offence. It’s illegal.

But no ■■■■■■ is checking up on it are they!!! They can’t be arsed to chase it up, the “me no speak English brigade” have got this one sewn up!
What there should be is a Levy on every vehicle that enters this country, a credit/debit card should be scanned/swipped at the port, pin entered, they should be charged £100 upfront then £10 a week for every week they are here, if the car exits the UK before the 10 weeks has passed they should get the £x put back on the card, you should be issued a ticket with a reference number when you wipe the card which you re enter at any port on exit. If you transfer your car over to UK plates any monies owed to you should be reimbursed at that time too, using said reference number.
There are 100’s of them in Spalding all driving round on Polish and Lithuanian plates, if I was a copper I’d be pulling them week in week out!

the big problem being… the coppers hands are tied!! they have NO WAY of checking how long the vehicle has been here, weather or not its taxed in its own country, and if the insurance is valid!
so they stop them, oh yea heres my documents, all looks ok, and they’re on their way again!
it takes the proverbial like, but its the truth! (my neighbor is a copper and hes told me)…

I liked the bit where it said the government are losing up to £3 million a year in lost revenue. My god, what would Osbourne do with such a huge sum?! Maybe fun the NHS for about 5 seconds! Not saying its right but £3 million would cost more to chase than its worth. I sometimes slip over six months with my van over in Ireland, but shes taxed, insured and MOT’d. And Northern Ireland is just up the road.

they have a green card with expire date on it
All the authorities need to do is place some people outside the car parks of most UK businesses and they will get most of it sorted within a couple of weeks.
Problem is, they take one back (or scrap/abandon the old one) and go and get another!
