There was a big problem in spain down around murcia/torrevijeca with clapped out british registered wrecks driving round no tax insurance etc by the brits who moved to the holiday home ghettos to read the mail and blame immigrants for everything. The spanish old bill just impounded any motor with no tax and insurance and crushed them soon got the problem under control.
