The way I interpreted it was that the US were sending new planes to the Polish Air force, and the Poles were sending their existing planes for the Ukranians to use.
Not sure about their military airfields or the geography of their civil airports, but I suppose there must be somewhere for them to operate from considering the size of the country.

Seems right, if it goes ahead.
Ukraine and Poland both have similar-ish MiG fighters. Pilots can move across relatively easily and quickly.
The US will supply F-16s to Poland and train up Polish pilots as the switch over is harder and longer.
F-16s won`t be readily usable for Ukranian pilots.
The MiGs are capable of “austere airfield” operations.
From when I went to some other ex Com-Blok countries there were sections of motorways with concrete pads designed specifically as emergency airstrips. Even if those are targeted a closed off m-way will be enough to refuel and re-arm a plane. It may not be getting its preferred level of maintenance for a long service life.....brave buggers sitting inside them arent either.
