Couple of reasons.

Regulations. Dog ■■■ doesn’t stay around on streets and in parks as long as it used to with much stricter laws on dogs ■■■■■■■■ than there was years ago.

Diet. The white is calcium left when the moisture in the crap evaporates but with dogs eating less bone meal, and bones, than they used to there is less calcium in their crap.
