And the parking notice has to be issued to the driver at the time, it can’t be issued to the registered keeper. If they don’t know who the driver is they cannot take action against them and the registered keeper has no legal obligation to tell them who the driver was at the time. If you get one of these type of parking charges then STFU and they can do nothing.Does that apply to the congestion charge too?
No, and it doesn’t apply to parking fines issued by councils or the police. Just this kind of parking charge.
