It’s hard to say without seeing the signs leading up to it but if you weren’t expecting it you wouldn’t slow down.

The bollard appears to be the type that’s designed to prevent terrorist activity…basically it’ll stop anything that runs into it,regardless of size or weight,no idea how the driver failed to see it,but he must have been wearing the seatbelt otherwise he would have come straight through that windscreen!
He failed to see it because he was coming at it at speed and they pop up out the ground ffs…hardly rocket science
The approach signs say things like :
“Rising bollards do NOT tailgate the vehicle in front!”
Obviously, this may well put the no speke English brigade at a big disadvantage, as I’ve not seen these warnings in other countries in anything other than the local language.

Often, the approach at a fair pace is because they want to tailgate the vehicle in front through. I don’t believe it’s normal for drivers to follow others through gates at high speed, let alone tollbooths and pedestrian areas.

Not even this AA guy gets away with it. Maybe they should have just gone another way. It’s not likely a car broke down in the pedestrianised area after all, more likely it was just being used as a short-cut home!

Surely, it would be someone with a lot of lawyer qualifications and NO cash, since someone with loads of cash stands to lose it by suing and then losing.
Lawyers only do “contingency” on sure-fire claims. Otherwise we’d all be suing employers for cutting pay when it was the bank’s fault, or insurance companies for trying to up our premiums for someone else’s accident. Subjectively, the law is only what the legal system says it is, which is either factually or ethically wrong most of the time anyway!
I understand that hitting one of these bollards also gets you three points on your licence… I don’t think there’s going to be a lot of sympathy from the onlooking public either, as most of them will be filming it if they can stop laughing long enough to do so!
