The maximum fine for not having a DQC is £1000, but that doesn’t mean anyone other than the most persistent offenders ares going to be fined £1000.
The fixed penalty for not having a valid DQC (Driver has not completed initial CPC training) is £30 according to the fixed penalties list published by VOSA.

Having said that it does say that follow up action will be dependant on the outcome of further enquiries.

Have another look at the image I posted, the £30 fixed penalty is clearly for not having completed the initial CPC training.

I wasn’t looking for logic I was looking for an answer, which I found on page 73 of the “Vehicle and Operator Services Agency Enforcement Sanctions Policy 2012”
I should perhaps make it clear that I’m not suggesting that people should ignore the DCPC ro DQC requirements regardless of how much of a racket I think they are.
I might give them a call later this week because it does not make sense that a driver who has a dcpc but fails to carry their DQC gets exactly the same penalty as a driver who has never passed a required initial dcpc and might have been driving since october 2009 without it

there isnt a prohibition to stop you from driving you cant get banned or points but you will recieve a £30 fine if your stopped an they find out you dont have a cpc
i have been driving just on 2 years full time and have only just passed my cpc and am 24, i have been stopped in the past and nothing had been metioned of it either by police or vosa, i was stopped the week before last and it came to their light that i had not passed the driver cpc this was the friday, on the monday i passed the theory and had also booked the module 4 but after mis communication they wouldnt test me as i only had a tractor unit not the trailer so it was re booked for friday just gone were i took up the truck an trailer and passed, all sorted in a space of a week, as i say its entirely upto yourself if your employer doesnt ask for it get your foot inot the door but get it booked asap its a piece of cake to pass
As far as I can see you’re quite right about the £30 fixed penalty and no PG9, however it may not end there, though for your sake I hope it does.
VOSA could potentially look into this further and take further action against both you and your employer if they think it’s necessary.
Personally I would not recommend people take the regulations so lightly nor should your employer, people pay a lot of money for the license to drive HGVs and it would be a shame to see people setting out on a new career by being suspended from driving for a short while or having to pay potentially large fines.

Having checked again I can see the penalty is not the same, according to VOSAs fixed penalties list not having completed the initial cpc could lead to follow up enquiries whilst merely not being able to show the DQC is just a fixed penalty with no follow up enquiries shown.
Having said that I don’t think you or anyone else should be encouraging VOSA to implement heavier penalties for the nonsense we call the driver CPC

Failing to produce evidence that training has taken place may attract a FP
penalty of £30. VOSA examiners are able to establish whether a DCPC has
been issued. This is a pure non-production offence.
If searches carried out by VOSA examiners reveal that no DCPC has been
issued (and therefore no valid training has been carried out) this is a
different matter and will not be dealt with via a fixed penalty. As my
original note indicates, this latter offence appears in past versions of
VOSA’s Enforcement Sanctions Policy as qualifying for a fixed penalty of
£30. That information is incorrect and the expected action will be a
consideration of prosecution and likely referral to the Traffic
Commissioner.
This typographical error was not replicated in the software that VOSA uses
to issue fixed penalty notices, so it would appear to us that no fixed
penalty notices could have been issued for this offence.
Sorry, am I missing Something? How can he have his full C licence and not be able to use it? Surly he must have done all of his theory, dcpc before it was first issued!
Or are newly passed supposed to know they have more work to do before they drive?

You don’t have to do the initial CPC before taking the road test, therefore you can have an HGV licence but no DCPC qualification.

Which is a big issue for those aged 18 to 21 because for anyone that age to drive a LGV over 7.5 tonnes they must have the initial dcpc by law to do so but neither the DSA or DVLA has a policy which checks for this so an 18 to 21 yeard old can get a LGV licence above C1 and think they are legal to drive it
