The problem lies with people feeling they should or are being polite by getting into the lane as soon as they see the sign instead of staying in the lane until it merges. If they did this both lanes would queue equally and merge in turn, then there wouldn’t be this feeling of being hard done by because of vehicles going down the other lane.

The reason why the left lane (as an example on a dual carriageway where the right lane is closing) queues longer has a lot to do with people jumping in too early - when they see a space - which in itself may be well intentioned but its actually causing multiple pinch points.
Sane as sliproads joining a queuing motorway, you’ve got those who try and jump straight in and those who then go past him/her/they to the end of the slip using all the road space then merging.

OK…but only up to a point…
If traffic is flowing quickly, then it is correct to get into lane as soon as possible.
If traffic is at a near standstill, then it is correct to get close to the lane closure point and then merge.
When traffic increases in volume, and it all slows down, the correct merge point changes from far away, to near.
