If there is ‘nowt to do’ it’s more relevant to ask ‘why should the driver be there’
No a TM won’t ‘sack himself’. But the TM is hardly likely to be the organ grinder is he? Ultimately the MD is likely to want to know why he has drivers sitting around…and if that was the case and you were the MD, would you ask the driver or the TM…■■
In large organisation with procedures to be adhered to , line managers may not have the authority to send staff home if there is no work . Companies may accept that a certain amount of slack is required to cover emergencies etc - however once you start sending staff home when jobs are finished , where do you draw the line . ? I would just be grateful I was being paid for a full shift .

(Why grateful? You’ve done the work asked of you - you’re entitled to be paid for it…)
You make sure you organise your staff better…and, where necessary, you make sure that the workers that are due to be there…have work to do. It’s not rocket science is it?
I wonder if they’d let the ‘line managers’ authorise staying longer to finish a job after 10 hours?..I wonder…? 
If they wish to be pedantic, it’s to be hoped the driver isn’t. Otherwise after 10 hours, it’d be park up and ■■■■ off home fella and leave 'em to it…
