They are and they aren’t. It doesn’t ‘count’ as a 15, but it IS a reduced rest, of which you can only do 3 between weekly rest periods.

Exactly. It’s a reduced rest. You haven’t worked 15 hours. How can they say 13 hours is 15 hours?
The easy way to look at is there is no limit to how many hours you can work. The laws are all about the breaks.

Exactly. It’s a reduced rest. You haven’t worked 15 hours. How can they say 13 hours is 15 hours?
because in a 24 hr period you worked 13hrs had 9 off = 22hrs then started work +2hrs = a total of 24hrs duty - the 9hrs rest means you have worked a total of 15hrs in a 24hr period. that’s how the computer software looks at it

It counts as a reduction and that’s what matters. You’ve got 2 left in the fixed week. Effectively you have used 1 of your potential 15s.
I was trying to explain a similar thing to a driver last week, he also insists that you can only reduce rest to nine hours 3 times a fortnight.
