I always seem to think that hato’s are basically the same as vosa, assumed they pulled trucks for tacho checks etc aswell.
I never knew that about the number plates, actually clears up alot of other questions now

Must have been there since before xmas blocking the shoulder, yet never seen any work going on?

might not be but have seen this before where subsidence has happened on the bank and they want to keep vehicles of the H/S until repairs are made

While we wait for Jybson, there was one HATO who had a penchant for number plates. What happened to him, did he eventually have a heart attack through unnecessary worrying about lorry drivers.

Basically they’ve been doing a lot of work up there over the last 2/3 years, right from J32 up, laying new cables in the verge, (don’t ask me what for, I can only guess) The cones will be walked out each night to make the lane closures (usually after 9pm) then each morning before 6am, the closure is taken off and the cones put on the shoulder for the next night.
There’ll be an absolute pile of them where the roadworks start, these make the taper with each cone touching the next one.
They’ll keep the H/S closed during the day if the kerbs/drains are not finished, or if there’s equipment on the verge/hardshould.

I’m working nights, its only the H/S thats closed, they’ve not moved for a good 3 months now!
Well they’ve moved on the southbound tonght, I know that.
The roadspace is still booked to them, and it’s for replacement of kerbs & drains. so no doubt there will probably be stuff on the verge.

It’s been a running theme and the above about being to keep traffic off is a bit of a none starter to me. I don’t go on a Hard Shoulder unless there is no alternative, and if that was the option I would think nothing about killing a cone or two to do it. The vehicle won’t give over dieing just because there are cones there!

Dont matter when you can make up your own “laws” and you have no independant “overseer” you can appeal too.
Unfortunately other EU state drivers can appeal.
Lets not forget that most of these "traffic officers,VOSA and other such "“experts” have no bloody idea what they are spouting about but somehow they have aquired this knowledge,maybe by the will of God,to make them judge jury and bloody prosecutor.
Once recovering a truck and a “traffic officer” told me that the truck was illegal because it had remoulds on the front axle.
Clearly he could not understand the difference between “regroovable” and remould.

HATO dont have the remit to enforce very much at all.
They do have some powers, but nothing that would involve enforcing “laws”, real law or otherwise.
I was once talking to a driver who insisted that a tree jumped out into the road in front of him. Clearly he didn’t realise that trees have roots, which tend to tie them down to one spot for their entire lives. However, I don’t tar all drivers with the same idiot brush. I take them as individuals and then decide if each individual is a complete idiot or not and treat them accordingly. Some are, some are not.
