These axles do carry weight, but more importantly increase the bridge weight limit by extending the overall wheel base.

As we were passing this Fuso lorry in Uganda, I couldn’t see any chains securing the load. Looking at the picture now, I still can’t see any, but maybe I am looking in the wrong place.

No worries, the weight’ll hold it down mate.
I know it’s not in the same league, but it isn’t rare to see a mini-digger on a light car trailer unsecured. Not even a restraint on the swinging boom, something which killed some bus passengers near Nottingham some years ago.
