Well, free for the international users. You UK domestic drivers won’t be using them, although the Government (through taxes) will pay for them.

Like anything in transport, don’t believe it until you’re driving it down the highway, it’s actually right in front of your eyes or it’s been paid into your bank acccount.

In France the toll motorways have " Aire de repos " or rest area with a dog walking area in the woods , toilets , these stops are about every 30 kns , the UK government dropped plans to have the same so I guess the service area bosses or ■■■■ Turpin of highway robbery objected to this .
If traveling towards the south of France the service areas have fine mist showers to walk through fully clothed , what a good idea to cool the French down on their way to the third holiday home in the alps or seaside .

The land cost for those truck parks will surely increase as farmers buy land to plant orange or peach trees, and build industrial greenhouses for year round, tomato, lettuce, strawberries etc.

i suspect the state of the toilets in france and every other country relates to the users, and most of the lorry users will be foreign, and after driving around Europe and GB for over 40 years GB drivers are some of the worst offenders.

Expect a press release on or around the last week of November declaring 40 selected hard-shoulders as truckstops from December 1st. It would not surprise me in the least. And those 500 (or 50,000) related new jobs? Litter pickers no doubt.

I repeat Switzerland and Norway have trade agreements with the EU. So far the UK doesnt*. So we will need *more* documentation. Little difference if its paper or electronic, it needs people to fill in export forms, check forms, and then fill in import forms. It all costs money.
CH and N have customs computer systems and personal to deal with their documentation.
The UK is currently recruiting 50,000 customs workers, and will need extra workers to deal with the 400,000,000 customs declarations made each year. It all costs money.
The UK customs computer system? They haven`t even started building one yet!

Computer systems can smooth the way compared with paper systems, yes. But it won`t be as smooth or as cheap as today, when we need to fill in nothing, need no checks, and employ no-one to do these tasks.
