The people who have had this language directed at them are the ones to lodge a formal complaint, if they don’t feel able/comfortable to do it by themselves then they should do it collectively and, if possible those who have heard these outbursts should support their colleagues as witnesses. That’s the accepted formal way to go about things, especially if there is a recognised union on site. This option will most likely end up with a corrosive atmosphere if all parties remain in post.
Informally you could have word with one of his (the abusive FLMs) managerial colleagues and see if they can have an “off the record” mentoring chat with him as I would not be surprised if, being young, he is trying to hard to impress, is getting very stressed and the drivers are his only vent. This option doesn’t necessarily change matters but does show that an opportunity to improve has been made. If this doesn’t work then it’s back to the formal route.
He may not even realise just how badly he is behaving, the simple reality is if a driver directed abuse, as you describe towards a manager then they would in all probability be making a one way walk through the gate.
Had something similar at our place a few years back and the place changed overnight when the manager was left in place with people openly recording any conversation with the individual concerned.
The days when bosses talked to drivers like that should be long gone, He sounds like the type of jumped up little [zb] that I cannot stand, and he needs one or two things explained to him, I wouldn’t bother the Police to waste their time on him, a more direct old fashioned approach is needed, so get him on his own where there are no witnesses or cameras, and suggest and point out to him that his behaviour is unacceptable, until he sees the error of his ways and decides to agree with you.
I was in somewhere the other month, on the agency and the fella in charge rang me up and started ranting and raving on the cab phone. I hung up on him, drove back to the yard, parked the truck up and got my gear and walked out!

Not so, it has nothing to do with being a hardman, I don’t claim to be anything of the sort. However I will not accept being spoken to like that and would make my feelings quite clear on that to the abuser.
That doesn’t make me a hardman, internet or otherwise. The fact that saying that I would tell the abuser to watch his lip or he would regret it brings out a damning response is a sad thing.
So is the fact that when confronted with such an issue the OP asks for advice on the internet and calls the Police.

I was trying to be tactful and subtle but that’s what I really meant also , so I suppose you think I’m an internet hardman also eh del?
OK! let’s have a re.think and be all PC about it, we’ll start by writing a letter to the editor of “The Guardian”, or maybe a petition, then we could embark on a leaflet campaign, that may work, if not we will recommend to the MD of the co. that his TM should be maybe offered some counselling, or better still all the drivers the MD and the offending TM could all join hands in a ring and do some chanting therapy.
