Agree with an earlier poster that it could have been worded better, however it gets the point accross.
However, well meaning as it may be, I think the answer will be that they are already aware of the shortage of decent rest stops for truck drivers. Indeed its already been under debate in Parliament. See about 1/2 way down this page:

BTW Mike Penning holds a class C licence, but AFAIK only drove fire appliances.
