EU and other foreign visitors drive UK hire cars all the time.
There may well be issues with insuring UK reg cars for foreign licence holders, but certainly possible.
In France it is illegal for me, as a French resident, to drive a foreign registered car, but there are 2 exceptions. Hire cars are exempt, and so are foreign reg lorries.
Same with trailers/caravans. Exception tractors can pull foreign trailers.
No idea why, but a subject that always comes up on French English language forums.
Similarly, when my son visited at Christmas he was not allowed to drive my 2nd, French reg car, but would have been able to drive a local hire car. If his licence had not been nicked by a pick pocket on the Paris Metro.
So guess who had to ferry him and his lids around everywhere for 10 days.
