Our company insist on the 15 mins because the drivers wanted more. We don’t want to push guys out the door without giving them ample time to do a good check. Especially when it’s raining and snowing which is quite often is north of the wall.

I can think of several firms where they don’t have drivers check sheets, or even any form of traceable defect reporting. 
Everyone thinks of drivers working for hauliers in yards with full facilities, but there are a lot of businesses out there delivering their own goods that run just three or four trucks. Access to things like torque wrenches, fluids and even bulbs sometimes, is usually slim to non existent.
We do have a torque wrench, but DVSA don’t require you to use one everyday, just check the wheel nuts.
One place I worked that only had one truck we’d nip over to the tyre fitters on the industrial estate and borrow their torque wrench. never a problem as we bought tyres from them, we also sometimes have to borrow bits of kit from the commercial workshops we use, but again never a problem and a few beers now and then for the mechanics doesn’t do any harm.
I remember one place I went to with agency and when I checked the oil it was very low. “Where do you keep your fluids bud?”… “we haven’t got any, you’ll have to get some when you’re out. If you pay for it we’ll settle up with your agency later”… “errr no bud, your problem, your truck and your cost, the oil is below the minimum line, I’m not even going to start the engine 'cause if it goes bang, someone will be laying the blame on me, I’ll go and sit in my car while you get some”. Mobile rings five minutes later and client has told agency I am refusing to take the truck out. 
If an agency driver has been in the vehicle beforehand, the time required to do checks/ready to drive will be considerably longer.
1.Steering wheel/column will need altering from the ’ unemployed ’ position.( slouched x-box style )
2.Previous bellends digi card will need ejecting and throwing over the fence
3.’ Whoops ’ reduced sandwich wrapper behind brake pedal will need disposing of
4.Paperwork from previous shift will need to be un-jammed from behind drivers seat
It is not a legal requirement however to remove bogeys wiped all over the place.
