Not sure if this might help trace the drivers involved but most vehicles have a white plate on the front of the bumper with numbers and letters displayed.

Usually I would agree about videos not capturing everything that led upto an incident, but seriously, several laws have been broken there, No that’s not defendable on any level

van was brake testing him slower than 10 mph/ 16 kmh and overtook on a solid double white line which you’re allowed to do!

The BTP press release says “just after 12:30” in the header (which matches the video), but goes onto say “just before 3:30 pm” in the next paragraph.

I’m struggling to see exactly why the van driver felt the need to stop on the level crossing based on the video.
Not sure if he stopped but that level crossing is lethal for car exhausts if you go over too fast.
The crossing looks extremely uneven. Watch the first car that goes over. The van driver obviously knows the crossing and slowed down for that reason. It does not look like he actually stopped.
