You never hear of trains being banned from the Forth Rail Bridge or other exposed rail lines in high winds, so I doubt there is any risk of the whole thing lifting.

Ah but the rail bridges are old ones. All the road bridges that close to wind are new ones.

its pretty obvious there was never any intention of fastening them down, even from the design stage…
