There are three rail bridges in a row on that road, all with the same height restriction, the one he is stuck under is the last one, so he must have been flying to get that far.

Having the same height restriction doesn’t mean they’re all the same height.
If there’s no way out / round when you’re in them, you’d put the restriction on the 1st bridge hoping nobody is stupid enough to hit the last bridge.
