The height is measured at the goal post markings on the bridge. On this bridge, these are considerably wider than a truck and as the bridge is arched, there is more than 14 feet clearance at the centre of the arch.
I use this road regularly but my van is 2.1m tall so it doesn’t slow me down much. The speed camera does that.

Sorry - my bad. Yes, the signs are indeed circular, prohibiting vehicles above 15’. So yes, he could (indeed should IMO - he had enough advance warnings) have been ticketed.
