Your not giving us the full details ie what time you actually came to a stopped or where you are or how long you have already been waiting
Easy solution and absolutely no need whatsoever to earn yourself an infringement at all; close curtains and go to pub. That is all.
If you want to do a little extra you can leave a note under your wiper blades for the tyre man leaving your mobile number so if he needs a signature then he can come to you to obtain it.
Of course going to the pub etc would be dependant on you not been parked in a layby in the middle of nowhere with F all facilities around.
Or the hard shoulder of the M1
(If he really is stuck. Nobody can really be as inept as he makes out. Can they… ? )

Well I don’t know of any tachometer laws, as far as I know you don’t even have to have one fitted in your lorry if you don’t want.
