What is this guy? .A collector or something? 
Looks more like he might be fiddling with something on his steps. You wouldn’t ■■■■ in the middle of a full park in the daylight would you now. Also why would you sit next to him in your truck taking a picture? I would die of embarrassment if he turned round and saw me taking a picture of him. Not exactly photogenic is he. Be less embarrassing to blow your horn.

Yeh it’s bad, unacceptable and all the rest of it, agreed.
But would you photograph him doing it, for a forum or otherwise?

I would think that is the lesser of two evils, at least it didnt end up in a hedge or the hard shoulder for someone else to clear up.

Im no civil engineer and being a pedant here i know but think rain water goes straight into the rivers untreated? Is it not only sewer water which goes into water treatment works? Happy to be corrected…
