Yeh it’s bad, unacceptable and all the rest of it, agreed.
But would you photograph him doing it, for a forum or otherwise?
Because I sure as hell wouldn’t. 
I must confess, no, I’ve never taken any piccies like that! Not full frontal, from the back, or the sides.
And no Intention of doing so either.
But if the OP’s intention was to complain about actions like that, then a piccie is more likely to open a debate than a simple “I saw someone ■■■■■■■ on his wheel” post. Guaranteed that’d end with yawns, wouldn’t it?
And I’d bet it’s an old picture since he’s wearing short sleeves and shorts.
Unless he’s a Geordie if course.
