if i did not have any pao or rest in the first 6 hours of other work/driving and still had time on my 4.5 hour driving time

The way I suggested conforms to both driving time and RTD regs with the proviso that at no point does the driving time reach more than 4.5 hours before 11am

Not so. The Regs clearly state "7. (1) No mobile worker shall work for more than six hours without a break. " Note the use of the words “more than”. So you can legally work 6 hours (but no more) without a break.
