People have made God in their own image, rather than knuckle under to the Supreme Being as any lesser creature should…
Oh the Hubris!
There are different kinds of “Non-Believer”;
(1) “The Lazy” - were once of a faith, but couldn’t be arsed to keep up with it.
(2) “The Blasphemer” - Are so set in their position of authority and power - that they won’t give it up, even when their boss actually looks them in the face, que Kaiaphas with Christ before him… Kaiaphas knew perfectly well who was there before him - but decided to be a useful idiot for the Devil instead.
(3) “The Doubter” - Would be of stronger faith if they had more proof - but get so much stick in the meantime, that they eventually just give up on it.
(4) “The Jaded” - Well-versed in whatever faith they grew up in, but eventually “Grow out of it” as if beliving in Christ were like a kid believing in Father Christmas…
(5) “The Turned” - “Drop your faith, or we’ll do something nasty to you and your family”. You might also call this group “Hard-of-Martyrdom”… 
(6) “The Learned” - think that “God” is imaginary, but fail to realise the paradox that they might not actually be standing there right now, having accepted their entire life is a dream in reality, like the Matrix…
(7) “The Meek” - might be set to inherit the Earth, but first - they have to survive that long. The meek will go along with whomever is in charge, good or bad.
They’ll "Give unto Caesar what is Caesar’s"every day, but only “Give unto God what is God’s” when God personally asks them, which for most - isn’t happening anytime soon.
A lot of people who are “Non-Believers” actually don’t have much strength in their lack-of conviction…
Otherwise, all Non-Believers would be powerful evil people, beloved of Satan…
