The only people this will affect are people who are deliberately running bent and people who legitimately run without a card because it’s lost/stolen or faulty.
If you have to run without a card you could expect to get pulled once, I don’t know how it works but I assume there is or will be a system in place that lets other DVSA bods know that a particular vehicle has already been checked and allowed to contiue.
