This BBC NEWS | Business | UK wins EU working hours battle is confusing me. It suggests the UK has a WTD opt out.
Am I missing something?

that’s the working time directive applying to non mobile workers -
mobile workers are covered by the Road transport Directive - there is no opt out from the RTD !!
