I know the working fortnight starts on a sunday at 00.00hrs. I know it starts from the first week in January. But if you take a week off. Does the 14 days start from the sunday night when you back or does it still start from the sunday includeing the week your off? If you see what I mean.

I assume you’re referring to the fortnightly driving limit ?
The rules state that you can drive for a maximum of 90 hours in any two consecutive weeks, so if you have a ful week off you start a new two week period when you resume work 
By the way the two week periods do not start the first week of January, it’s a rolling two weeks so they include any two consecutive weeks regardless of when in the year they fall.
Also the week starts at 00:00 Monday, or midnight Sunday if you prefer to look at it that way
A weekly rest period shall start no later than at the end of six
24-hour periods from the end of the previous weekly rest
period.
The total accumulated driving time during any two
consecutive weeks shall not exceed 90 hours.
