The police. like most large organisations, no longer buy - they lease their fleets, as such they are not capital assets which helps with the complicated funding arrangements for public bodies. with such large orders they tend to lease direct from the manufacturer rather than dealers- dealers gain because they get the lucrative R&M work. there is a move (or was) to create a central purchasing body for all police forces to further bring down the costs of such deals by the sheer volume, but not sure how far that went.
All manufacturers have "key " accounts that go direct rather than via the local dealer- although the local dealer will be the ones to ultimatly hand over the vehicles- dealers themselves will tell you their profit isnt in the sale of the vehicle - its in the R&M and spares they make their money

I think the common link of zb front wheel drive chassis designs is what did it.So you’re saying that BMW and Mercedes could improve their market share by basing all their future designs on front wheel drive chassis.
In the case of Rover it’s exactly your argument that the so called experts used when they dumped the idea of making V8 powered rear wheel drive cars to make Honda based front wheel drive designs instead.BMW were laughing because they knew it would be one less British competitor to worry about.

Some of them might not always be as good drivers as they’d like to think they are but most of them are still bright enough to know that you need something with the engine in the front and the power going to the rear wheels.Preferably the more power the better and a manual box.The question in that case why a BMW instead of a VXR8.
bet their rear wheel drive BMW saloons/estates did really well in the snow this week…
I never have problems with my BMW, but then I have appropriate tyres fitted for the winter

I think image and public perception are factors. It was mentioned on here a while ago that they often use Volvos because they look aggressive and intimidating in your rear view mirror. The police need to appear powerful and dominant. What better display of power is there than a big, expensive, powerful car? … of course they also just like to have nice toys to play with.

A few forces get them free for say 12 months, we got an M5, a lexus IS200, and a few others i cant recall from manufacturers cos in some people’s eyes its a good advert I.e volvo’s seen as reliable and safe etc.
We were always getting offered evo’s free to test, but force wouldn’t pass them through some test or other (memory bit faded) which meant couldn’t accept them.
Having been blown out the water in a Volvo (loaded with kit) by a civic type r, I would see the advantage to having one, but I can see the poor public image and yeah some will abuse it and ■■■■ about.
Funny how the fleet manager had the same make as the cars actually used…
I’ve heard it from the horse’s mouth. I was looking at buying some lorries from a large public organisation back in the seventies, the fleet was being replaced. I asked the fleet manager why they’d changed their allegiance, the new lorries were a different make. He told me that the previous manufacturer got blown out because they wouldn’t give him a car for his wife like they used to!

Not true…Victoria Beckham had a hand in designing the trim,on a special edition evoque.
Had a suspicious looking Volvo Estate pass me on the M6 s/b just after j7 a few nights back and just happened to notice it was a RV reg,think it was RV12, which is the Reading prefix. Sure enough, it pulled into the CMPG at Perry Bar.
Edit: A friend of mine has a VXR8…absolutely bloody mental car! Vauxhall advised him to get shot of it as running costs are a joke and spares are even more so…Front discs and 4 pads been quoted at just shy of a grand and don’t expect 'em to last more than a couple of years…got a few pictures of it on my phone parked next to mine but there on an app and,atm, can’t get them to Photobucket! And he reckons that if he ‘has a mad half hour’ it’s good for 5MPG

What made you think it was Police? It was unmarked.
It could have been Police, Fire, Paramedic, Doctor etc etc. Could have been any part of any emergency service.

On a similar story, our local Mayoral car is now a Skoda Superb, instead of a Volvo.
