To me, the woman who films this seems to be hogging the outside lane, upsetting the tailgating pick up truck? No excuse for his behaviour though.

There’s no lane discipline in the states anyway so don’t know why he doesn’t just undertake in the first place
you can pass either side in the states anyway so dont matter…

the car drivers was giving it the “i am doing the speed limit in the outside lane” 
proven by videoing the speedometer.
