OK it looks like a big-ish civic building, hospital maybe prison or town hall. Red brick very Scottish looking

It is in Scotland (but not Stirling) and a building of one of the types you mentioned…I can see this ending soon.
That would be the Southern General Hospital in sunny Govan, Glasgow.
