Ok I’ll narrow it down a bit.
Can’t remember the exact location but layout of pumps and parking look like a garage i used to use between miguels mountain and Irun if heading north, if that makes any sense.
The grey sky would also indicate that part of Spain because from memory the basque country was often overcast.

Clue: I’m waiting for my ferry but not at the port because you can’t park there. So I am about 20 minutes away from it.
