That is a list of registered training organisations only.
Is you call tha dsa they will send an instructor one to you. You will find that this list is longer
what the list is not online 
As above. The system’s not very good. Accredited Training Centres have to employ registered instructors only. But registered instructors can work wherever they wish. So it’s a bit disjointed.
