When would/could you use OUT OF SCOPE?

As per title when are you allowed to use OUT OF SCOPE on digi tachos and how does it work, its not something ive ever used but had people tell me recently that i can use it whilst driving off road or on the docks etc, this doesnt seem right to me so thought i’d ask.

Your whole shift would have to be complety off road to be out of scope, drive 10 mins on the public highhway of a 15 hour shift then the whole shift would be in scope.
You can record the shift on your digi card.
Why they changed it, I have no idea.
Also the likes of the milk tanker drivers or any one out of scope of EU hours could use it instead of a log book.(I think)
