If your asking would I break the law to avoid getting totalled by a lorry then yes heck even I would go on the hard shoulder to avoid plowing into stationary traffic
You could have slowed down gradually, that way they could have seen the speed limit sign, your brake lights and possibly even hazard lights if you wanted to put them on. Gives them the chance to slow down or move to lane 2 if they can/want. Any accident would have been their fault, and while it is best to avoid them, people driving like that are bound to have them some day

how could you see the 40 on the gantry over the other lanes but not the 20 of the lane you were in?

rubbish! You can’t tell in an Artic mirror whether they’ve seen the 20 limit before you did or not.

Personally it would depend if there was a speed camera on the gantry, if there was I’d be going under it at 20 if I had failed to pull out to lane 2 in time.

Not sure if you don’t actually drive lorries or you’re not that bright. If you’re going 20 and you look in your mirror and they’re closing fast they’re going a lot more than 20 aren’t they?
For some situations…
There isn’t a right or a wrong, there’s what you did at the time on the day and more likely, this particular set of circumstances won’t ever happen again
As long as no puppies were harmed and you’re not appearing in front of a magistrate, it’s just another day in the office.
I would have done whatever was possible to avoid a crash; assuming there was nothing in front, by speeding up if necessary, keeping an eye on the mirror to see if they were slowing down behind to determine how much acceleration was needed. A sort of “no crash, no cash” if you like. AFAIK, and I sit to be corrected, you are allowed to break the speed limit to e.g. prevent a crash. Probably, even if speed cameras were flashing at 20MPH, the outcome of receiving points would be preferable to some huge pileup (worse scenarios there) and you could always argue the facts in court, particularly if there was video evidence.
